permissions link on View Resource doesn't work (but see #2897)

We added a Permissions link on View Resource (the modal that comes up when you click preview icon from Dashboard or Search) with the idea that even users who can't edit the resource could still see "owned by/editable by".

when you click the link (whether you have permission to edit the resource or not), it just closes the modal.

probably instead of fixing this, we should implement #2897, which calls for consolidating the 2 kinds of previews we currently offer into one preview window, and we could put the permissions there

but wanted to document the bug here

#2897 is done (yay) but now we don't have the Permissions link on the Form view, so users without Edit permission can't see Permissions for a resource.

@astridu you had a design at one point for showing the permissions in a view-only way? could you create a new ticket for adding a view-only Permissions link to the Preview?

yes this is fixed by displaying the permissions (without a link)
