Two lqos.conf variables should be moved to the integration_common section

Currently, bandwidth_overhead_factor and commit_bandwidth_multiplier are in the uisp_integration section. These are now actually used by the integrationCommon framework, and, ideally, it should be able to be parse these variables from lqos.conf whether they are located in the uisp_integration or integration_common sections. Currently, moving those variables from the uisp_integration section to the integration_common section breaks lqosd.

That makes sense. I'll get it into the schedule.

It's slightly more involved than just moving the config items; we have to make sure we catch all the places that use them (easy from Rust, which just won't compile - a bit of searching in the Python side), and we'll need a migration so that people who update won't find that their system no longer works.
