since we are planning to be used as a library, rather than an application, we will stop increasing dependencies in the pyproject.toml file if not necessary.
we are still going to periodically bump all the dependencies to their latest patch version so as to test our codebase against newer versions of our libraries.
-devsuffix to version string to convey that this is a development version of v0.11in the future, we might investigate widening our dependency version table.
