CompatHelper: bump compat for PointClouds to 0.4, (keep existing compat)

This pull request changes the compat entry for the PointClouds package from 0.3 to 0.3, 0.4.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

We can't merge this, it is breaking...
I guess the error doesn't propagate to fail the docs, since it happens in an async task

@SimonDanisch is this still breaking? all tests were ok. I bumped this as well in my latest merge to main, but if it is, we could always go back I suppose.

and the only point cloud plot was already a white canvas https://makieorg.github.io/Tyler.jl/dev/map-3d#pointclouds, as in the previous version.
