TOOLCHAIN_TOOLS_PATH has different usages across the toolchain

For Ninja, it not being set prevents download. For NuGet, if it is not set, then NuGet is downloaded to a default location. Reconcile this.

After the split, TOOLCHAIN_TOOLS_PATH is no longer use in WindowsToolchain.
