Organise suite-level metadata for GUI users #189

Duplicate / closely related to #82. Merge issues at next refinement.
Some CMEW suite-level variables (in rose-suite.conf) will only need to be configured by advanced users. The set of variables that a model developer will typically change is quite limited. It would be helpful to organise these variables using metadata so that GUI users can more easily see which variables to edit for basic use.
