Importing Nimrod radar observations #1759

What problem does your feature request solve?
Currently CSET does not have a facility to import Nimrod radar observations.
Describe the solution you'd like
Nimrod radar observations to be ingested into CSET. The radar observations will match the date and time scope of the model data to evaluate. The CSET GUI will be used to specify options related to the radar data e.g. where to find the data and which radar product to use.

Break down of implementation
- load nimrod accummulations with recipe and generate spatial plot via CLI
- expand recipe to load weights files and apply
- ensure plot routine plots transverse mercator plots
- wire nimrod switch into rose gui similar to synop obs
- align metadata with model meta data aka correct cube format
- regrid nimrod data onto model data. Might only require recipe work.
- recipe for difference plots
- include nimrod in pdfs, timeseries etc
- think around how we avoid 2 almost similar plots i.e. timeseries for all models from surface_field recipes and additional similar plot from radar section now enabling nimrod as well.
- allow choice of 5min or hourly nimrod data
- aggregation for nimrod data similar to model aggregation
