• consolidate the current Dependabot package bumps into one PR based on the latest master
• update Microsoft.Extensions Hosting/Http/Logging.Console packages, Microsoft.Garnet, Microsoft.NET.Test.Sdk, OllamaSharp, OpenAI, OpenCvSharp4.Extensions, and PuppeteerSharp
