#213 suggests wrf-python is python 3.9+ - make the metadata and docs reflect that.

Thanks catching these and for the PR!

I'm a little hesitant to make changes to the 2019 tutorial content, but agree that section of the docs should be updated to include more current content.

Fair enough - I reverted the changes as suggested.
