Implement PVSS scheme for Electronic Voting

A new PVSS (publicly verifiable secret sharing scheme) can be used for Electronic Voting use-cases: spec.

This task consist of:

• Scheme implementation
• Full tests coverage. Test cases can be obtained by following the spec or by generating from any present external implementation.
