Implement Hierarchical Threshold Secret Sharing scheme

A new HTSS (Hierarchical Threshold Secret Sharing scheme) can be to pubkey module: spec.

This task consist of:

• Scheme implementation
• Full tests coverage. Test cases can be obtained by following the spec or by generating from any present external implementation.
