YADA api version stored in multiple places and not all update at build time

The version number that appears in yada-admin tool is set at build time by token replacement.  The version number that appears in json and xml results is stored in the database and is not touched after the first install except manually.  This value should be stored in a file that is updated with token replacement and stored in the jar.
