Adding teams dev app to 1on1 meeting fails to load side panel

The problem:

When side-loading a teams dev app, the side panel never loads specifically in 1on1 teams calls (calling a user with the phone icon in teams directly).

See screenshot below for the behavior you see when doing this:

Steps to reproduce:

1. Run debug build of Teams app and side-load into teams.
2. Start call with another user.
3. Attempt to add the app to the call. -- Notice that app is not listed in available apps, only the one published to the teams store.
4. Manually upload app package zip to apps for the 1on1 meeting.
5. App side panel opens, but no UI (including surrounding teams UI for the iframe) loads into the panel.

In contrast, when adding an app published to teams, this is not an issue and properly loads the side panel. Even with the same exact app package build.

Please let me know if the process for loading the app into this 1on1 meeting is incorrect or if this is a bug that needs to be fixed by the team.
