Stop deleting PTU tokens when a Live Activity enters a dismissed state

This is contributing to a race condition where if a PTS notification is sent twice we can sometimes never send an upsert PTU token request because the delete request will replace it client side.

suspects:

1. activitykit never actually wakes up and generates the PTU token
2. PTU is generated but we are not sending the request to save the token
3. the request is made but fails (500)?
