OpenAM v.14.6.6 doesnt show groups to add privileges

Describe the bug
The UI is not showing the groups to add privileges

To Reproduce
Steps to reproduce the behavior:

1. Go to privileges
2. Try to select a group different from All Authenticated Users

Expected behavior
Should see your datastore groups
