Query f_{modified,ruleset,version} only on matches with matchtag

On KTX 1.45 a new feature was implemented:

• Query f_{modified,ruleset,version} on match {start,end} (osm)

This is extremely spammy, and it only makes sense in matches with some matchtag set. No one cares about it for mixes.

Furthermore, even in officials, is it really necessary to do it at the end of the match? its very annoying to have to scroll up to see the statistics (which take so much space already).

In summary, this request is to:

• query f_ only for matches with matchtag
• remove it on match end (only do it at match start)
