[Issue] hipCUB stage install fails silently during fileset_tool.py copy on Windows gfx120X-all

Summary

The full build for Windows gfx120X-all fails at step [316/393] Stage installing sub-project hipCUB due to fileset_tool.py copy failing with no captured output. The build completed 387/393 steps before halting; only steps depending on the hipCUB stage output were blocked.

Observed during rocm-systems bump PR #3842 (93bc019 → be1ea24), CI run attempt 3.
