I'm pretty sure the 2 grottos have their ID'S swapped when generating because it is telling me to get fire arrows then go to the grotto on the ledge instead of the one you thaw open and I can't get the required item (Edit: ok maybe not but requiring obscure scarecrow spots is weird)
