Add initial solar PCBA files from Hackster contest

We had a really great start to the solar panel design in the Hackster contest. https://www.hackster.io/desmondjgood/ribbit-power-hop-challenge-layout-and-bring-up-9ce33b

We need to move those design files into our github repo here to be iterated on.
