Divider disappears in a scrolling container

Describe the bug
When a divider is in a scrolling container, it disappears

To Reproduce
Steps to reproduce the behavior:

1. Add a divider to an element that can scroll
2. Increase the size of the content to trigger it to be scrollable
3. Note the divider height decreases to zero

Expected behavior
It doesn't hide

Setting min-height: var(--__op-divider-height) fixes it

This is due to the divider being used within a flex container (in this case, with flex-direction: column). It's essentially the same issue as #213

Because it's within a flex container, the height or width etc are treated more as the desired size, but since it's a flex item, the container determines the final result which in this case since there is no content in the divider div, is 0.
