Split config files into region directories. #60
Description
Basically required for decomp support. Reason it is required is ROM is generated per-region and so compiling a ROM would generate a config for that ROM and not US/JP. Therefore each config needs to be per-region and not as combined xml files where they specify usAddr and jpAddr.
