This change adds placeholder-tracked subdirectories under skills/management so the management taxonomy can be reviewed and expanded in follow-up contributor PRs without mixing in actual skill content yet. Constraint: Empty taxonomy directories must be tracked with .gitkeep in this repository Rejected: Add skill content in the same PR | This task is only to establish subdomain structure Confidence: high Scope-risk: narrow Reversibility: clean Directive: Keep follow-up PRs focused on contributor content inside these subdomains rather than renaming them casually Tested: Verified 26 new management placeholder paths with find and git status Not-tested: Remote push and GitHub pull request rendering
