Improve dialog API - contributions welcome

Feature description

There is a new dialog API for 1.21.6. We should expand the current skeleton API. Contributions are welcome and no change is too big or too breaking at this stage.

Some starting points/ideas:

• Unit tests
• Ensure API is good

should we enforce the vanilla limits in the api?

i am adding it right now, i noticed that if you set the coloumns to integer.max_value the client will get out of memory.

Should we limit it?
Its not limited by the client

I added this check

and we could just at a top limit there

Probably no need to add a max limit if the client doesn't have an explicit one

I am very unsure how we do this the best way, as its seems complicated

I thought about adding an ItemStack bungee interface, that has stuff like enchantments, itemflags, customm odeldata, and type and so on that we can impl with the bukkit interface and than create a multi version serializer in bungee und a bungee impl for that
