Decision about Updating Taxes

I need to decide if taxes should be able to be updated. I think they should not, but then I need to remove the unique requirements. If I do that, then there will be more than one tax per type for the location, so should use the most recent one as the tax in the relationship.

No strong feeling on whether retention of history is valuable - most important that rate is correct at time its applied.

If capture of data change is generally important, I would probably lean more towards pulling in a package that offers an auditing solution that could be used on any type of record (there are many).
