Fix return value from refetch in query collection

Fixes #1108.
The refetch function was awaiting the promise but we were never returning it:

const refetch: RefetchFn = async (opts) => {
    const allQueryKeys = [...hashToQueryKey.values()]
    const refetchPromises = allQueryKeys.map((qKey) => {
      const queryObserver = state.observers.get(hashKey(qKey))!
      return queryObserver.refetch({
        throwOnError: opts?.throwOnError,
      })
    })

    await Promise.all(refetchPromises) // we should return this promise
  }

Then i also had to fix the type of RefetchFn to return a promise that resolves to an array of query observer results.
