Pack Flanking requires both the character and the companion to have the feat for it to activate, but the requirements for both a 13 Int and Combat Expertise make giving the feat to your companion essentially impossible aside from very unique circumstances (ie Aivu). The only way to make this feat useful is to get a class feature that lets you treat allies as having the same Teamwork feats that you do, of which only a small portion of classes offer and few of those have companions. The majority of classes with companion features could never make use of the Pack Flanking feat.

Add the Pack Tactics feat from TT Pathfinder. https://www.d20pfsrd.com/feats/general-feats/pack-tactics/
It allows a character to treat their companion as having all the teamwork feats they have.
Describe alternatives you've considered
You could instead change Pack Flanking to treat any enemy threatened by both you and your companion as flanked for the character but not the companion. Just remove the requirement for your companion to have the feat as well, but that's a lot of power for a single feat, even if it has moderate prerequisites. Maybe add a requirement for a +6 BAB?
Or maybe lower the prerequisites for Pack Flanking to 3Int and +6 BAB, remove the Combat Expertise req and the majority of companions would be able to pick the feat up with a single stat point investment into Int.
Could you add a way for animal companions to bypass the normal prerequisites if their master has the feat already? I haven't seen any feats with prerequisites referring to a companion's master so I don't know if that's possible to do.
