wasi-sdk-23 requires libgcc_s_seh-1.dll again

Some history here:

• Originally reported in Windows builds require libcc_s_seh-1.dll to be available #148 and fixed in Build windows SDK with MSVC instead of gcc #164
• Changed in Split github actions building for windows(x86/x64) separately #208 from a github action to using vcvarsall.bat directly
• Changed again in Use msys2 clang toolchain to build windows distribution #265 to use msys2 instead
