Downvote reason: Answer should be a comment

A lot of times people "answer" a question with something that should actually be a comment, not an answer (especially new users who don't have the ability to comment. That should be something in the article, that one they have sufficient reputation they are able to make comment comments, and that they should refrain from posting a comment as an answer.)

I think there should be an entire section for down-voting answers.

One trend I'm seeing on StackOverflow is people repeating answers that were posted many years ago and only making very superficial changes.
