Task: Add Github issue form templates

Github supports forms for issues to allow for better and easier bug reporting.
I create bug and feature form templates for Communi-Sailfish, they could be reused here.

This requires:

• PR for templates
• Labels for newly created issues in triage
• Labels for feature requests that are unaccepted (so not made into a planed feature/story].
• Label for Bugs
• Naming schema for github issue (see communi-sailfish for example)
