add hide_chat_border to config

This will add the undocumented option hide_chat_border to config, I was not aware of it until I searched through the issues.

Thanks for bringing this up. I've gone through the default config and found that tick_config is also not a thing that exists, but it should be delay. I'll commit that after this.
