In-Game: [Windows] Taskbar entry disappears when shifting focus to another app early in startup of a project running in fullscreen

What Is The Bug?

While running a project in full screen the taskbar icon for the project will disappear from the task bar and will only be accessible alt-tabbing. This doesn't happen on Monthly.

Steps To Reproduce

1. Start GameMaker
2. Open a game that starts in full screen or the attached project
3. Click anywhere outside of the project or GM
4. See the issue

Fixed in 2024.14.4 Issue was arising when project was set to not start fullscreen, but went to fullscreen before it had been rendered
