[Refine] Add "Set Pane Size" option to support 9:16 vertical output, with responsive layout for visuals

Introduce a menu option under Window -> Set Pane Size that allows the output pane to be resized to a fixed 9:16 vertical aspect ratio. When selected, all visual elements in the output pane should automatically scale responsively to the new aspect ratio. The control pane should expand to occupy any remaining horizontal space.

(Ticket to be refined. We should determine the desired behaviour and UX; future needs; and implementation details.)

This is great. Thanks for sharing. I hadn't considered the operating system menu bar as a medium for configuring these kinds of things.

Right now, the dashboard has a settings tab where much of this stuff is configurable.

Recently, there have been some features to improve this area in general (#18), however I agree offering support for either use case could be beneficial; or at the very least offering a Window -> Settings shortcut to open nw_wrld's dashboard settings modal.

This could be a simple starting point as a first PR actually. Ill have a bit more time from next week so will be able to give this some attention!
