PHP runtime missing error dialog is displayed on PHP file open and is not clear why the runtime is required

Steps:
#Install and launch Brackets 1.14
#open a PHP document

Result: Document is opened and a PHP runtime missing error is displayed

Expected: Error message is clear to understand why Brackets is looking for PHP runtime.
