OpenJcePlusTests TEST_FLAG check in build.xml is wrong

TEST_FLAG is changed to FIPS140_3_OpenJCEPlusFIPS or FIPS140_3_OpenJCEPlusFIPS.FIPS140-3 (with the upper case JCE).
The code in build.xml should be updated.
