Permanently disable LayoutIterationTest as OpenJ9's
flattening policy differs from what is being tested.

I had not noticed this file's entries before.

In future, you may want to update this file change the n/a values to point to a public URL, #1297 to which you could choose optionally to reference the reason the test is not applicable to OpenJ9.

We hope to eventually enable automation that will check the status of issues referenced in ProblemLists, and if they are closed/fixed, try rerunning the testcase and automatically remove the exclusion if the test passes on the platforms it was previously excluded on. We'll skip issue 1297 in the reinclusion check, as its a known issue for tracking permanent excludes.
