Expand aqa test images to more s390x and ppc64le platforms

At the moment (much like our build image updater) https://github.com/adoptium/infrastructure/blob/master/ansible/docker/Jenkinsfile.test which builds aqa test images based off our static docker files. So far only x64 and aarch64 architectures are covered, this needs to be expanded to ppc64le and s390x for now.

The ubuntu LTS dockerfile should serve as a good OS for s390x and ppc64le

Though #4229 was merged so we are building s390x and ppc64le images, the current azure dynamic plugin does not allow them to be run, it only runs x64 and aarch64.

A solution for ppc64le is to use IBMcloud to run an IBM Power workspace which would host an openshift cluser which would be able to run ppc64le containers as pods. On the jenkins side, all we'd need is the kubernetes plugin to be able to connect to the openshift cluster and spin up nodes on demand

The IBM cloud option was too expensive, around €300 a month for a single node. I have instead created 2 nodes in our osuosl ppc64le workspace to act as a kubernetes controller node and worker node. I have created a cloud config in Jenkins and a pod template for a ppc64le-ubuntu2404 node

While its 'launching', i do not see a pod on the controller

The kubernetes cloud plugin has a test connection button which confirms the connection is good, so there may be a problem with a config setting

In the container registry, I am not finding the ppc64le ubuntu2404 image https://github.com/orgs/adoptium/packages/container/test-containers/versions?filters%5Bversion_type%5D=tagged

That might be why Jenkins is having trouble spinning up the test image. Ive kicked off a test image updater job

Turns out the ppc64le test image builds werent running because there was no available nodes. Ive added test_image_updater.*| to https://ci.adoptium.net/computer/dockerhost-osuosl-ubuntu2404-ppc64le-1/ and it looks like its picking up months old jobs
