Improve, automate and centralize reporting AQAvit and TCK results status

We have manual methods for keeping status issues up-to-date, but we can improve upon these methods and lighten the documentation and communication load of committers during release periods by automating some of this.

I have a prototype (using 2 public repos and 1 private repo) of what could be done to automate some of the release reporting happening across 3 adoptium repos:

• temurin (central overall status) - Add new generate-release-issues workflow #117
• aqa-tests (public test) - Add new create-release-issues workflow aqa-tests#6971
• temurin-compliance (private test) - TBD

In the next week or so, I will demo to committers actively working on releases, to gain their input/feedback and iterate over the solution.
