[Feature Request] Add command to get rate properties

Currently there does not seem to be a command to get the Rate, MinimumRate and MaximumRate properties.

Maybe add another subcommand like rate or add it as a flag to add it to the position output.

I would also really appreciate if it also supported setting the rate, because some players support that (ie plasma-browser-integration when playing a video)
