Inconsistent capitalization on the two "Theme Mode" command palette items

Description

The capitalization of the "Toggle Theme Mode" and "Lock Theme Mode" items in the command palette is inconsistent with the capitalization style used for other items in the command palette. We ought restore consistency amongst the items in the command palette by using sentence case capitalization for these two items ("Toggle theme mode" and "Lock theme mode").
