Use correct attribution in the footer of documentation pages (monorepo)

Describe the enhancement requested

To be inline with ASF policy, we should update the text in the footer used in the docs (e.g. https://arrow.apache.org/docs/cpp/streaming_execution.html) to match the footer used in the main website (https://arrow.apache.org/). i.e. add the trademark attribution test.

I believe this is completed now that it's been done in the R docs too and Java implementation is no longer in this repo - feel free to reopen if not!
