Remove forced version of com.ibm.cloud:sdk-core once claudant bumps it

### Description

Com.ibm:sdk-core  version is currently forced to `9.23.1` because of https://github.com/apache/camel-quarkus/issues/7269.
Once a version of `com.ibm.cloud:cloudant` containing sdk-core 9.23.1+ is used. the exclusion can  be removed.
