Filesystem panel #609
Description
We should think about adding a Filesystem panel to the backend. Through this panel it would be possible to create and edit files i.e. at the src/ or resources/ folder to create new actions etc. Through this we could also solve #554 In general this would be nice but this does not work in a docker setup where the filesystem is not persistent. Maybe we then can also add a "readonly" config like we have for the database, and if true you can only view the files.
