fix(misconf): support ENCRYPTED_ONLY as valid SSL/TLS mode in AVD-GCP-0015

Check AVD-GCP-0015 ensures that data is protected in transit (encrypt in transit).
The SSL/TLS modes that meet this check are ENCRYPTED_ONLY and TRUSTED_CLIENT_CERTIFICATE_REQUIRED.
