Once #4258 is merged, refactor the org-wide "Limit auto-cleanup interval". This org-wide setting should be migrated to act as the default cleanup interval for defined limits (ie. when creating a new limit, this value would be pre-selected):
Users should be able to define limits, each with different cleanup-intervals.
In addition, we should introduce a new org-wide setting on /settings/llm page, allowing admins to specify a default user limit. So when this default user limit is created/edited, it should apply to all existing/new users.
