Remove support for fasttemplate ApplicationSet templates #10858

Summary
Only support goTemplate: true in ApplicationSet.
Motivation
The fasttemplate library is no longer maintained, and it is too limited for evolving use cases anyway.
Proposal
In 3.0, evaluate all templates using go instead of fasttemplate.
