Make auto-sync the default

Summary

Default to enabling auto-sync, requiring the user to opt out if they don't want sources automatically synced to the cluster.

Motivation

Argo CD is a GitOps controller, and auto-sync is proper GitOps! The Application YAML should be minimal for the preferred state.

Proposal

In 3.0, maybe auto-sync the default.
