OTV: Hardware state machine should check device error #578
Description
The ESP client now sets the error var to the value LowVoltage whenever it enters the low-voltage alarm state.
The hardware state machine should check for the presence of this error, whenever a controller hardware issue is suspected. If the error found to be LowVoltage, it can jump straight to the low voltage state handler.
