center: create new speaker release

We need another release for the speaker package. It needs to:

• Include shrimp audio file presets.
• Have the config chache file fix
• Have the run_pi_script.sh change that ensures wifi is turned off.

The image that we're using for the SCU is 20240901-pi-image which runs buster.
