Use webhook for device report

At the moment, the broadcast manager has a polling architecture that polls once per minute to see the current state of the hardware. It would be very cool if datablue would register when a device has started reporting again, and be able to send updates to services. A service such as OceanTV would be able to subscribe to device updates.
