Add Redshift Query Scheduler construct#35026

[Motivation] The Query Scheduler construct is widely asked by Redshift customers. eg. https://stackoverflow.com/questions/78575219/scheduling-queries-in-redshift-using-cloudformation [Description] Created a L3 construct with RedshiftQuery target bind on a EventBridge scheduled rule. The query scheduler created will show up on the Redshift QEv2 console https://docs.aws.amazon.com/redshift/latest/mgmt/query-editor-v2-schedule-query.html [Test] Unit test, integ test, manual test
